Outpatient Referral Guidelines
Sidra Medicine is a private hospital serving the public. It is an integral part of Qatar’s healthcare network and collaborates closely with Hamad Medical Corporation (HMC) and Primary Health Care Corporation (PHCC) to support the health and well-being of families across the country.
This document provides referral guidance for physicians and healthcare providers across Qatar, in both the public and private sectors, seeking to refer patients to Sidra Medicine.
Access to specialized care under public healthcare services is provided through criteria-based referrals. Sidra Medicine accepts referrals for Qatari citizens and residents holding a valid QID.
Patients whose conditions meet the approved services and clinical criteria outlined in this guide are eligible for care funded under the public healthcare system. Conditions not covered under the HMC agreement may be managed at Sidra Medicine on a self-pay or insured basis.
For information regarding coverage and payment options, referring providers may contact the Financial Counseling Team at (+974) 4003 0880 or (+974) 4003 0899. Operating hours are Sunday to Thursday, 7:00 AM–6:30 PM, and Friday to Saturday, 9:00 AM–5:30 PM. Enquiries may also be directed to financialcounseling@sidra.org.

Referral Process
This section outlines the most common conditions and symptoms that warrant referral to Sidra Medicine, grouped by specialty and organized under three main categories:
- Pediatric Services
- Pediatric & Adult Services
- Women’s Services
- Clinical Support Services
Within each category, specialties are listed in alphabetical order for easy reference. These guidelines are intended to support appropriate referral decisions based on clinical
criteria and Sidra Medicine’s scope as a tertiary care provider.
Referrers are encouraged to apply these guidelines in conjunction with:
- National referral frameworks
- Organizational service scopes
- Sound clinical judgement
Patients who do not meet the criteria outlined in this guide or fall outside Sidra Medicine’s tertiary care scope will be asked to redirect their referral to the PHCC or HMC for primary or secondary care.
Women referred by private centers will initially be seen as private patients; eligibility will then be determined at the physician’s discretion.
Alternatively, such patients may choose to receive care at Sidra Medicine on a self-pay or insured basis, subject to service availability and financial counseling.

Electronic Referrals
Sidra Medicine accepts electronic referrals only. Paper-based referrals are no longer accepted.
- Government entities such as HMC and PHCC can continue to send direct electronic referrals through their internal electronic systems.
- Non-government entities (e.g., private hospitals, clinics, centers, and schools) must use Sidra Medicine’s online referral submission form.
Please ensure that all fields are completed accurately to prevent processing delays.

For urgent cases requiring emergency assessment at Sidra Medicine:

Provide a verbal clinical handover, including:
- A summary of the patient’s current condition and presenting complaints.
- Any treatment already provided.
- Any special considerations or expected complications.
If the patient is acutely unwell, a nurse escort is required from the Out-Patient Clinic (OPC) or referring location to Sidra Medicine Emergency Department (ED), ensuring safe handover to the ED nurse.
